The City of Owatonna is implementing its winter parking ordinance starting from November 15, 2023, through March 31, 2024, to ensure efficient snow removal and street maintenance during the colder months. The Owatonna Police Department is urging community members to comply with the odd/even parking enforcement rule in order to avoid disruptions in these essential operations.

Under the ordinance, vehicles parked on the street between 12:01 a.m. and noon must be on the even house numbered side on even numbered calendar days and on the odd numbered house side on days with odd numbers. It is crucial for those leaving their cars overnight to be mindful of the midnight date change. Note that during December and January, there are two consecutive odd days - December 31 and January 1. Hosts must inform their visitors and guests of the odd/even winter parking restriction, as it is their responsibility.

The odd/even parking enforcement holds regardless of snow events or predicted snowstorms. While education and voluntary compliance remain the primary objectives for the Owatonna Police Department, consistent enforcement will be implemented to ensure effective and efficient street maintenance.

The Owatonna Winter Parking Map App can be used to locate allowed parking spots and areas exempt from the winter parking restriction. The app helps you search for addresses and identify even and odd sides of the street. A green line signifies the even side, red indicates the odd side, black denotes exempt areas due to restrictions, and yellow appears between 12:01 a.m. and 12:00 p.m. (noon) to show the proper side of the street for parking when unrestricted. The Winter Parking Map App can be accessed by scanning the provided QR code.
