During the 2023 construction season, various infrastructure projects were completed across Owatonna, improving the city's roads, pipelines, and utility systems. The Public Works Department is grateful for the community's patience during these projects, and plans for the 2024 construction season will be announced soon.

Owatonna saw numerous street overlays this year, with sections of 20th Street NE, Prairie Place NE, Bellflower Lane NE, and Prairie Lane NE south to Jerake Place receiving new asphalt and adjustments to manhole castings and structures. These projects were completed by the City of Owatonna and Steve James Excavating.

The city also saw advancements in their pipeline systems through the implementation of Cured In Place Pipe System (CIPPS). This year, 6,543 feet of clay sanitary sewer lines were lined to enhance carrying capacity and reduce inflow. This project is still under construction by Insitu-form.

Street maintenance, including crack sealing and seal coating, was conducted across 5.08 miles of roads in Owatonna. Pearson Bros, Inc. was responsible for these projects.

Full-depth street reconstruction projects such as the Havana Road SE SAP, which saw the replacement of several curb sections, water mains, storm sewers, sump mains, and sidewalk replacement, were executed by Wencl Construction.

Moreover, Wencl Construction completed the street and utility project at Riverview Pl SW. The reconstruction included upgrades to the street section, water main and service replacements, new storm sewer structures and pipes, and curb and gutter construction.

Lastly, Wencl Construction worked on the School St SE street and utility project, which involved the street's reconstruction from Main St to Partridge Ave SE. The project comprised curb, gutter, water main and service upgrades, as well as storm structure replacements.

For both the Riverview Pl SW and School St SE projects, final erosion control and vegetation will be completed in spring 2024.
